The purpose of these Guidelines is to describe the e-Participation tools covered in the e-UROPa project, also providing some policy context and background of the initiatives (why these tools exist, any successful examples, etc.).
It also provides teaching/training methodology for those organisations wishing to replicate similar efforts and work on fostering an active civic participation dialogue with citizens using ICT tools.
